History of SPECS

The Society of Philippine Electrical Contractors (SPEC) was established in the City of Manila in 1968 comprising of licensed electrical construction companies accredited with the Philippine Contractors Accreditation Board (PCAB). SPEC is registered with the Securities and Exchange Commission as a non-stock, non-profit corporation.

The main objective at some point during its founding was to protect electrical contractors from going out of business due to the restrictions and difficulties of specialty contracting in earlier period.

SPEC was renamed the Society of Philippine Electrical Contractors and Suppliers, Inc. (SPECS) in 1994 because the regular contractor members wanted to recognize more appropriately the important role of its non-contractor associate members composed of companies supplying and/or manufacturing quality electrical equipment, materials and public utility services.

The continuing and changing requirements of the Society in a rapidly changing and technologically progressive world directed the Board to change the name from “ELECTRICAL CONTRACTORS” to “ELECTROTECHNICAL CONSTRUCTORS” to define the members’ scope of work and identity. The Board’s approval during the Regular Board Meeting held on June 23, 2009 was substantiated by the ratification of the Bylaws during the General Membership Meeting on August 12, 2009. SEC approval was released on March 23, 2010.

SPECS standardized its office management procedures by forging a service contract for ISO 9001:2015 Quality Management System in May 5, 2017. On the 19th of January 2022, the ISO 9001:2015 Quality Management Certificate No. MYQ217P10S119 was granted to SPECS.

Objectives

The SPECS mission and vision statements express its prime objectives as a technically competent, professional and socially responsible organization of the electrical contracting industry, committed to deliver the highest standard of electrical services and products in support of national development.

Organization & Membership

The SPECS membership comes from various provinces and regions from all over the country.

The affairs of the Society are governed by an 11-man Board of Governors (BoGs) made up of six (6) regular, four (4) Associate Members and a Chairman of the Board (CoB) elected into office every two years. The general administration is delegated to the 5-man Executive Committee who heads the respective departments supervising various committees.

Held yearly to analyze, review and update the society’s program of activities.

General Membership Meetings

Regular meetings with technical consultations, economic briefings, and discussions on current industry issues.

Technical Seminars

Regularly organized to upgrade members’ skills and keep them updated with latest technology and global trends.

Construction Industry Forum

Annual event to promote technically competent and PCAB-licensed electrical contractors.

Sports and Fellowship Events

Golf, bowling, badminton, basketball and other sports to promote camaraderie among members.

SPECS Currents Magazine

Quarterly in-house publication distributed to members and industry stakeholders.

Technical Seminars & Safety Training

SPECS has been conducting the “Construction Occupational Safety and Health (COSH)” 40-hour training course since 2007. The Society also conducts the 16-hour Authorized Managing Officers (AMO) orientation seminar required for PCAB license applications.

Major Exhibitions

Electrical, Energy & Power Philippines (EE & P) – Launched in 2018 in partnership with Global-Link Exhibition Specialist Inc.

PhilEnergy – Co-organized with Informa Markets, the Philippines’ most comprehensive energy trade event.
