THE SPECS ORGANIZATION

The SPECS Short Story

The Society of Philippine Electrical Contractors (SPECS) was established in the City of Manila in 1968 as a non-stock, non-profit organization of licensed electrical construction companies accredited with the Philippine Contractors Accreditation Board (PCAB). The primary purpose of SPEC, then as now, was to organize licensed and accredited electrical contractors into a potent force to professionalize and develop the organization in the service of the electrical industry, the nation and the ASEAN region. SPEC reached significant milestones in achieving its goals when:

1. The leaders of SPEC and national organizations of electrical contractors from Indonesia, Malaysia, Singapore, and Thailand formed the Asean Federation of Electrical Engineering Contractors (AFEEC) on August 5, 1979 at the Batulao Village Club in Batangas, Philippines.;

2. As a member of AFEEC, SPEC participated in the incorporation of the Federation of Asian and Pacific Electrical Contractors Associations in 1985 at Seoul, South Korea. The founding members of FAPECA are SPECS of the Philippines, Pacific Electrical Contractors of Hawaii, Korea Electrical Contractors, Japan Electrical Contractors Association and Electrical Contractors Association of Australia, Papua New Guinea, New Zealand Bhutan; and

3. SPEC was renamed “Society of Philippine Electrical Contractors and Suppliers, Inc” (SPECS) in 1994 because the regular contractor members wanted to recognize more appropriately the important role of its associate members comprised of companies supplying and/or manufacturing quality electrical equipment, materials as well as electrical utilities.

The principle objectives of SPECS are precisely expressed in it's Vision and Mission statements:

Vision

To be a world-class electrical constructor organization and a vital partner in the developement of the nation.

Mission

To deliver the highest quality services to the electrical industry with proffessionalism, dedication and commitment, and to promote cooperation and mutual interests among members and other construction organizations in a globalized environment.

Organizational Setup

The SPECS National Office is located in Quezon City, Metro Manila. SPECS is governed by a Board of Governors made up of fifteen (15) members elected into office for one (1) year. The Board is composed of ten (10) regular and five (5) associate members. The National officials are the National President, National Executive Vice-President, National Vice President, National Secretary, National Treasurer and National Auditor.

Provincial, city or regional chapters, with their own chapter Board and Officers, have been established. The first chapter was established in Cebu in 1999. Provisional chapters in Davao and Cagayan de Oro presently work under the guidance of the National Office.
